If your concepts are related to the terminologies themselves, then the comments should be entered on the R5 ballot comment spreadsheet.
If your concepts are related to the guidance provided in the Cross Paradigm implementation guide, then the comments should be entered on the Cross Paradigm ballot comment spreadsheet.
If we have general comments regarding the HL7 Gender Harmony work (i.e. regarding terminologies, missing concepts, etc.), is it appropriate to add those to the FHIR R5 ballot or should we be submitting them somewhere else?
