This is a work in progress that is purely notional at this point. It does not indicate any planned or official opinion of HL7 International. At this time I would prefer you did not distribute it further, at least until I have some feedback from the Council members.

Please let me know if you have any concerns, commendations, critique or corrections you feel should be made. I will use your feedback to information the evolution of this model and the manner in which it is used.
