Just today I was able to view the presentation given to the HL7 Canada Community on Feb 8th. If you were not able to participate in that call please click the hyperlink in the agenda and download PPT. It seems to me this presentation is very relevant to the HL7 Canada Council from a governance perspective, particularly when considering the establishment of Canada Baseline HL7 FHIR® specifications.
