file Prepping for CA Baseline Canonical URL change

As discussed on the June CA Baseline Governance Calls, we will be preparing to move to a new canonical url for the CA Baseline IG & Profiles as part of a 2.0 release (ideally in late summer). The new canonical url base will be hl7canada.ca/fhir/baseline. Examples of what that will look like across various artefacts are included below:

- hl7canada.ca/fhir/baseline/ImplementationGuide/hl7.fhir.ca.baseline (Canonical url for the implementation guide file)
- hl7canada.ca/fhir/baseline (Canonical url in the package itself, package id will still be hl7.fhir.ca.baseline)
- hl7canada.ca/fhir/baseline/StructureDefinition/profile-allergyintolerance (Canonical url for a profile)

Conversation regarding why we have to change the canonical have been ongoing for the last 12 months but if you want to catch up you can find more details here and the discussion slides here.

Note that canonical url is different than the url for the project in Simplifier (simplifier.net/cabaseline) and also different from the future anticipated website url for accessing the baseline guide (anticipating something like hl7canada.ca/fhir/baseline/index.html after the 2.0 guide is published).

Note: While we are still a few months from the transition, implementers also do not have to migrate immediately following 2.0 package release and can continue to use earlier packages (1.1.7, 1.1.8, and forthcoming 1.2) that will have the old canonical url until they are ready to update their pointers to the new canonical url. Any implementers using the imposeProfile or compliesWithProfile extension to claim adherence to the CA Baseline will need to perform a secondary step to update the canonical url in the extension.value after the implementer upgrades to the 2.0 package.
