Hi Smita,
We (Newfoundland & Labrador) use these OIDs/Code Systems in our Pharmacy Network (HL7 v3 pan-Canadian messages: CeRx V01R04.3).

1) I suspect that they were created for PrescribeIT?
2) They are defined in the FHIR specification.

1. Do you know who created these Naming Systems?
2. I guess these URIs are not resolvable for now. Are they registered in any registry?

Many of those have URIs already defined:
hl7.org/fhir/NamingSystem/ca-hc-din (DIN)
hl7.org/fhir/sid/ca-hc-npn (NPN)

I doubt that the Ingredient codes have URIs since they haven't really been used in FHIR yet.

Full Name: Active Ingredient Code
Description: A code assigned to any component that has medicinal properties, and supplies pharmacological activity or another direct effect in the diagnosis, cure, mitigation, treatment or prevention of disease, or to affect the structure or any function of the body of man or other animals

Code System Name: hc-AIGC
Full Name: Active Ingredient Group Code
Description: Codes for particular grouping of active ingredients. This is the first 5 characters of active ingredient group number.

OID: 2.16.840.1.113883.5.1105
Code System Name: hc-DIN
Full Name: Health Canada Drug Id Number
Description: A Drug Identification Number (DIN) is a number assigned by Health Canada to a drug product prior to being marketed in Canada. It consists of eight digits (numbers) generated by a computer system in the Submission and Information Policy Division.

OID: 2.16.840.1.113883.5.1106
Code System Name: hc-AIGN
Full Name: Active Ingredient Group Number
Description: Codes for particular collections of active ingredients combined at specific strengths.


OID: 2.16.840.1.113883.5.1107
Code System Name: hc-NPN
Full Name: Health Canada Natural Product Number
Description: A unique identifier assigned to natural health products that have been issued a product licence by Health Canada.
