DiCOM 2023d release

Dear Enterprise Imaging Community,

The 2023d release of the DICOM standard is now available from the NEMA site:
www.dicomstandard.org/current/

It is also indexed from the status page at:
www.dclunie.com/dicom-status/status.html

This replaces the 2023c release.

The changes from the 2023c release are shown highlighted in PDF files;
