No, UPS (whether DIMSE or RESTful) does not use the same information model as Modality Worklist. The "Unified" part of UPS actually unifying the different types of procedure step (SPS, RPS, PPS). However, I believe most of the same information is still there, just expressed differently; you could likely use the same back-end data store but expose the information either way.
That said, MWL and UPS target slightly different use cases. MWL is oriented toward the initial image capture on the modality device. UPS is oriented towards coordination of post-capture workflow. You could probably use UPS for image capture worklists, but why? Modalities support MWL, generally.
