HL7 Canada Proposed Revised Terms of Reference

Here is my try at revising the Council terms of reference to be more accurate in today's landscape.  I think it is still missing the core of what our meetings should be about, but the revised scope and responsibilities does tend to dictate what the Council should be doing.  I've removed all discussion of the Named Voters vs Elected Members as that just complicates these Terms without adding value.  I believe that we should have a separate document that details how we ensure that we have the appropriate number of members voting.
