During Canada Health Infoway’s (Infoway) cross-Canada consultations on clinical interoperability in 2014-2015, data sharing agreements (DSAs) were identified as a “problem” that could potentially delay implementation of future digital health record initiatives. Throughout 2016 Infoway endeavoured to get a better understanding of the nature of the “problem” and of the role of DSAs in the digital health context. This discussion paper sheds light on the value of DSAs, common concerns about them, and measures that could be undertaken to streamline processes and make DSAs more effective.
