COVID 19 – FHIR Related work
• The community was asked if there was any specific FHIR related work in support of COVID-19? Nothing specific was raised.
• Yaron suggested we could do a lessons learned meeting about the challenges encountered during the response regarding the lack of common underlying data models. If there are broader lessons learned initiatives this group could contribute with our thoughts on how things could have been different if we there was more prevalence of FHIR APIs.
• Ken noted that OLIS is helping with the distribution of COVID related lab results.
ONC – Final Rule
• Mike describe the new rule as it relates to the new obligations for vendors and service providers to enable patient access to their data via FHIR APIs, and provider access for sharing of data/coordination of care. Mike shared the website: www.healthit.gov/curesrule/overview/about-oncs-cures-act-final-rule
• Lorraine noted the Health IT strategy plan is open for comment if people want to weigh in.
• Gavin asked if anyone knows if any of the provinces might follow suit. Ron noted that at the federal level there traditionally hasn’t been carrots or sticks. Ken noted that there is work going in Ontario re: policies related to FHIR but can’t say more.
• There was discussion on how this might impact Canada. There was discussion that in general we could expect more vendor products sold in Canada to have APIs over time. This is b/c US based vendors might make them available to their Canadian clients, and Canadian vendors that sell into the US might be forced by market pressures to have the APIs.
Canadian Baseline Updates:
• Individual sub-stream has concluded
• Medication sub-stream is close to finishing its profiles
• Clinical sub-stream (e.g. observations) has recently launched
HL7 Canada Update:
• HL7 WGM in person cancelled; no virtual WGM. Might have a virtual board meeting.
• Working group calls and ballot reconciliation will continue
• Ron puts a zip file of all the ballot content and puts it on Infocentral for people to download, and if they want to comment they can fill out the appropriate spreadsheet. HL7 Canada council will review all comments and determine how to vote on particular ballots.
• Ron surveyed the Int. Affiliates to see if they are publishing country specific implementation guides. The results of the survey were shared with the community.
• Infoway is working to determine how Canadian baseline work would be governed and implications for federal and jurisdictional organizations, the role for FHIR governance in the marketplace, etc. It was noted that the eReferral work stream’s outputs were a key business driver for this. The results should be available in Summer 2020.
