The only way you can get access to the standard you are requesting is to purchase it here www.scc.ca/en/standards/find-or-buy-standards/buy-standards.

That said, I am curious to know what specific information you are looking for regarding data types for use in digital health exchange since that standard may not be at the level required for sharing health data. The only ISO data type standard for digital health exchange that I am aware of is for use in HL7 V3 standards.
