New Namespace OID request

I think you are asking for the OID 2.16.840.1.113883.3.368.1022 to be registered as a Type 4 (Registered Namespace) OID in the HL7 OID Registry and there is no proposed FHIR URI. Is that correct?

In your attached spreadsheet, Column G should contain the pre-existing OID that you would like registered with HL7,org.
