DICOM 2023a release

The 2023a release of the DICOM standard is now available from the NEMA site:

www.dicomstandard.org/current/

It is also indexed from the status page at:

www.dclunie.com/dicom-status/status.html

This replaces the 2022e release.

The changes from the 2022e release are shown highlighted in PDF files;
note that changes to figures are not detected and some changed figures
