DICOM 2021c release now available

The 2021c release of the DICOM standard is now available from the DICOM website:

www.dicomstandard.org/current/

It is also indexed from the status page at:

www.dclunie.com/dicom-status/status.html

This replaces the 2021b release.

The changes from the 2021b release are shown highlighted in PDF files;
note that changes to figures are not detected and some changed figures
