Question: Attachments to /referralRequest resource

What is the best way to attach files (e.g., PDF) to a /referralRequest resource?

The simplest way we've come up with so far is to use an /attachment resource under the supportingInformation of a /referralRequest, but I'm not sure if this is the best practice way.
