The short response is that the CA Baseline guide has never shown up on HL7.org.
The longer, more useful response is that the canonical urls that identify resources in an IG isn't required to align with where the IG is published, although, as you encountered, this is helpful.
When the CA Baseline effort started, they adopted the pattern seen in US Core of using hl7.org/fhir/us/... as the prefix for their canonicals. There was also an expectation that HL7 International intended to publish affiliate guides following this pattern. Since then HL7 Canada has been informed that the US pattern is an exception, and HL7 Canada should not be using an hl7.org prefix in their canonicals and will not be allowed to publish on the hl7.org website.
At the same time, the HL7.ca domain is currently being used by a private organization, and HL7 Canada is currently looking at regaining control over the domain. There has been no progress on this front for about a year, while the community waits for HL7 Canada council chair Ron Parker to take the next steps.
Although HL7 Canada could use another domain for their canonical URLs, a change of canonical is a breaking change to a resource, and there is a desire that this only be done once, and to do it right.
Once the domain issues are straightened out, HL7 Canada intends to "quickly" (or at least quickly by HL7 Canada standards) move ahead with publishing--to a new website--and balloting CA Baseline release 2 with updated canonicals.
Although you didn't mention it, I'll note that the current build of CA Baseline is available at
build.fhir.org/ig/HL7-Canada/ca-baseline/. However, because this is the IG build server, stale builds get deleted after several months, and you may find that the IG has been removed. If that happens, please let Sheridan or myself know, and we'll kick off a build to refresh it.
