Also pointing out as stated way below, these codes (with leading 0s) have been in use for 20+ years...

They are ITRANS codes - defined by them. For whatever reason, they use leading 0s.

For example:
000103 Quikcard
000105 Alberta Dental Service Corporation (Includes the Dental Assistance for Seniors Program DASP)
000108 Nova Scotia Medical Services Insurance
000109 Nova Scotia Community Services

I doubt we can get Itrans to change them.

Someone more knowledgeable of the domain should work with Itrans to see if they can be trimmed...

With the leading zeroes it isn't an OID though.

The regex for an OID is
[0-2](\.(0|[1-9][0-9]*))+

It is (as per the discussions below) based on the values assigned by a third party as described by Paul.

It would require changes to the third party ID system to allow this...

Hi Anil..
The OID assigned to Quikcard is not passing FHIR validation, due to the fact that components are not allowed to have leading zeroes as they can create ambiguity. Can you please confirm that we can remove the leading zeros and use this OID. Is it unique and intended to be the OID for Quikcard?

2.16.840.1.113883.3.19.2.3.103

I have also spoken to HL7 about the new website for searching OID's, it not ideal
