The issue is that 4.56 has a URI, while the 60.100 doesn't.

And we've noticed that our registries team is using 60.100 for the Quebec PHN, but originally was using 4.56 for the Quebec PHN.

Similarly for the 4.378 (no URI, for INACH which doesn't exist, but maybe the OID is for the JHN for natives, while 4.635 has a URI, but seems to be defines as Indian Registry Status Number. And this doesn't sound like a JHN.

The thread had as output a document that clarified the distinction between the .100 and .56, but the file does not relate to that exact subject anymore. It's a bit strange.

Any reason to use OID over URIs?

For context between the 2, one is for the NAM PHN (.56) that's printed on the health card, and the other is an internal one use in the provincial health system (DSQ) called NIU (.100) and would probably be in scope if you interact with the DSQ APIs.

Despite the name in the link, that document seems to have nothing to do with the difference between ...4.56 and ...60.100

Given that it is from 2009 - its seems too old to be able to cover the question. This based on the fact that neither OID appears in the document, and using google to translate to English so I have a chance at reading...

We were assembling URIs for our FHIR projects and notice that the Quebec PHN is linked to OID 2.16.840.1.113883.4.56 “ca-qcPHN” and full name of “Quebec, Canada Unique Identification Number”.

We also note that on the HL7 OID registry, there is “ca-qcNAM” linked to OID 2.16.124.10.101.1.60.100, with full name of “Quebec, Canada Personal Health Number”.

Which one is actually the Quebec PHN? And if its the latter, we need the URI created for it - but this is Quebec's identifier and I don't want to get in their way

Similarly, for the "Indigenous and Northern Affairs Canada number", the URI is listed as attached to OID 2.16.840.1.113883.4.635, which on the HL7 OID registry is listed as "Government of Canada - Indian Registry Status Number".

And then there is the "Non-Insured Health Benefits Number (NIHB) for Indigenous Canadian" attached to OID 2.16.840.1.113883.4.378, which was used as JHN. Defined as "This was formerly called Indian and Northern Affairs Canada health card number (INACHN)" and currently as "Non-Insured Health Benefits number (NIHB) / services de santé non assurés (SSNA) used to provide health benefits to First Nations and Inuit communities in Canada.".

Which one are we supposed to be using for the Aboriginal healthcare number, and what is its URI??
