Please note a thread on the IHE forum related to Mobile Health Data Systems (MHDS). Despite its not-especially-sexy name, I believe this is a super-important IHE Profile (note... IHE Profiles are like FHIR IGs). Basically... the MHDS profile addresses the question of what would be needed to deploy an HIE that is FHIR-all-the-way (rather than just a FHIR facade on a legacy infrastructure).
